Downvoting old questions just because they are old needs to stop

It has not gone unnoticed that someone(s) have been downvoting imported questions as soon as they hit the front page regardless of whether they are good or bad questions otherwise.

Question need to voted on by their quality not on whether they were asked/answered before a certain point in time.

Downvoting old questions just because they are old needs to stop

Actually, those old questions need to be deleted altogether. That failing, more people should downvote them.

I have downvoted, and will continue to downvote, old questions that pop to the top for no good reason. These questions are annoying and detrimental to the site.

What makes these old questions popping up worse, and therefore more likely to get downvoted, is that there is no legitimate activity found to explain the bump. In other words, it appears that these questions are getting bumped deliberately. That's really bad. Worse yet, it appear that you are doing the gratuitous bumping.

I say "appears", because it is uncertain why they are really getting bumped. As an ordinary user, I can't see the reason for sure. I want to leave room for those with more ability to explain for sure, and not accuse someone of doing bad things without solid evidence. Once we know what exactly is going on, we should have a community discussion about what should be going on.

I asked a meta question exactly about this, but didn't get an answer. That question wasn't about any policy or accusing anyone of wrongdoing. It was simply fact-finding. The result of that fact-finding might have generated a community discussion on the policy, but that's what meta is for.
