I keep seeing trail runners who instead of a small light backpack, have a running vest with small front pockets and then one on the back.

A backpack bounces around too much when running. You need something tight-fitting and light. A vest with a few pockets is a lot better at that than a pack.

Ease of access. You can get something out of most pockets in a vest without stopping and removing it first. With a backpack, you might be able to reach a side pocket without removing it - otherwise anything you want from it requires removal to access it.
