What makes pants "tactical"?

The last time I was in looking for fishing gear, they also had a bunch of "tactical" pants. They seemed like they would be decent pants for outdoor activities.

Marketing departments.

No, seriously. There's no standard for what constitutes "tactical" - they all tend to be broadly the same kind of thing (heavy duty, designed for outdoors wear, cargo pockets, etc) - but in the end, the people who decide to name them "tactical" are the people with Marketing Executive as their job title.
