Marketing departments. No, seriously. There's no standard for what constitutes "tactical" - they all tend to be broadly the same kind of thing (heavy duty, designed for outdoors wear, cargo pockets, etc) - but in the end, the people who decide to name them "tactical" are the people with Marketing Executive as their job title.
