I served in an Army that tried that. "Water discipline" was used to try and make soldiers get used to using less water. It failed miserably: People died or got seriously hurt, there was no visible benefit, and the habit was abandoned.

Answer A: How to dry wet shoes quickly?
Stuffing newspapers into wet shoes does wonders while keeping the shape of the shoes. If you, like the suggestions above, you add mild heat the shoes will be dry overnight- even heavy waterproof boots.

Answer A: How to clean picked berries?
I usually combine the two answers above- pick into a container, when done transfer the berries one by one to a strainer. Get rid of anything suspicious. Wash thoroughly with cold water, if needed let the berries sit in a bowl with water for a few minutes and rinse again.
