What are these hooks on the rear and front tubes, right above the wheels?

My bicycle has a hook on the rear tube and one on the front fork.

Both are of the same kind, face outside and upwards, and are positioned just above the wheels, as you can see in the pictures below:

I own that bike for a couple of years already and never figured out their use. The previous owner has no clue about them either.

For what it's worth, the bike itself dates back to the 90s.

Perhaps I'm missing on terminology here, because with my research I only found about hooks for bicycle storage, and not hooks on the bike itself.

Any idea what the hooks are for? Do they have a specific name?
