The next step would be to try and figure out whose dog it is. That would probably mean any local social media groups such as Facebook or Nextdoor. The other place to try would be animal control to see if someone has reported a missing dog. Also the dog might have a microchip and with the owners contact information, a vet should have the equipment to read it.
