Technically, all you need to shorten the liner is a vise and a hacksaw; then you might want to polish the cut surface. Realistically, you should start with a tutorial like https://www.brownells.com/userdocs/learn/Inst-143%20Barrel%20Liner.pdf as the whole process is fairly involved. If this is the first time, you might want to experiment on a rifle you didn't pay much for.
