Are there any tricks to get a fish to commit to biting a fly?

The last time I went fishing, there were numerous times where I could tell that the fish were nibbling on the fly because it would move the strike indicator ever so slightly, but they wouldn't actually bite it.
When this happens, are there any ways to encourage the fish to commit to biting the fly instead of just nibbling on it?

In my personal experience: Keep the fly moving.
A moving fly is a meal that is about to escape.
A fly that is not moving, needs only to be protected from others until you decide if you want it or not.
